You're missing the point. We need you to test your project. We don't want you to remove all inserts and simply say "it's working fine", we need you to remove them one by one so you can determine which are causing your chopping sound. We need more details, but so far your answers have been quite vague and RAM centric which doesn't seem to be the cause of your problems.
Upgrading RAM is only relevant if you're loading large amount of big samples, or using sample-based instruments, like romplers. This is about your CPU, although I'm surprised plugins would strain an i7 this much, which would only indicate that they're poorly coded. What you can do is replace Waves plugins with some others that won't strain your CPU.
Can you tell which plugins have you been using as Inserts and how many of them?

Also check the following. 1. What other programs are running on the computer at the same time. Increases CPU usage. 2. How much GB of memory is left on the hard drive. My problem was caused by item 2 hard drive was nearly full, since I cured that problem the sound clicking has gone away. Good luck.

I use this on my notebook, you will have a huge latency but you can do many things. You can do the basics song structure, then render channel by channel and work with that rendered channels. I use to do this in the past when I had a single core PC. "Pleeease, bring back ORION!"

There is no way an i7 should require 402ms of latency.......... If the OP has an open PCI slot an inexpensive Audiophile 24/96 sound card would be a great option and give a much larger performance boost than more RAM. The Win 7 ASIO drivers are very solid...........(he doesn't if he's using a laptop or not).
This indicates a wonky plugin or some other issue than general system performance. System works fine under condition A but not under condition B......there is a reason for that....just have to trace it down.
