When the LFO is set to step mode, it does not follow the tempo if the one-shot switch is on.
Is this a specification? Or is it a bug?

This is by design, since one shot mode is intended to model fast transients. Some of the brass presets make very nice use of this feature, check for instance "Gold French KS".
