The Legend (different versions). Bug with the movement of the modulation and pitch wheels.

I don't know, of course, what's the matter here, but in different versions of The Legend, the modulation wheels move differently (in the video I show three versions of the plugin):

1.30 - the modulation wheel moves smoothly, the pitch wheel does not move smoothly.
1.31 - both wheels move smoothly.
1.4 - both wheels do not move smoothly.

Both the Mod and Pitch Bend Wheels move perfectly smooth here on two different systems even in Reaper which is what you're using in the videos.

What are your system specs? What Midi controller do you use?

Windows 10, Intel Core i5 8250u, Intel UHD Graphics 620, Reaper 6.61, MIDI Keyboard - Nektar Impact GX61.

No because there is absolutely no point in having anything but the latest version installed. Back up your presets,uninstall everything, and do a fresh clean install of version 1.40

There's a good chance that the problems you're having are due to version conflicts. Version 1.30 was released sometime in early 2019 and no one other than you has reported issues with the Mod or PB wheels. There is a reason for that.

But I showed on the video that this bug is also in version 1.40. I did a clean install of this version. At the same time, in version 1.31 it did not exist at all. That's why I showed version 1.31 too.
Agree that if you have not fixed this bug, then there is a chance that it will accidentally occur in subsequent versions of the plugin from someone else.

It's not a "bug" until it's confirmed by more than one person. Until then it's just as likely to be a system specific issue. Like I said no one else has reported this issue in any version of The Legend.

By the way, I remembered that I didn't check this in the VST2 version of the plugin. It's just all right with smoothness. For some reason, it depends on the VST version.
