StereoFX volume gain?

StereoFX volume gain?

Not sure if this is a bug, so I'm holding off on submitting via the proper channels - I just inserted a StereoFX holder on the master channel and there was a definite gain in the volume, even with both effect slots empty. Is this supposed to happen?

Confirmed, there is a gain in volume, and I think it's not supposed to do that. Doesn't make sense to me that it should act like it does.
