The low cut filtering's purpose is pretty simple. To cut the low frequencies, which disturbs the more audible and mean bass frequencies, would decrease the clarity of the mix and would increase mud and phasing.
The limiter is for avoiding digital clipping when we increase the volume and loudness of the mix. I think Orion's brickwall limiter is a great one. Simple and effective.
