Because it's much easier to do it with raster graphics, which you only need to load into memory. With vectors, you are also raising the CPU usage, since it constantly needs to calculate and update their position, colors and all the parameters that go with it. Plus, all synths would at some point start to look alike.
And quite frankly, personally, I don't really like that tablet flat UI at all.

Why? Because we can, that's why
Plus, you get a feeling like you're operating a real thing, or at least an emulation of it. Devs usually do that sort of things if they model a synth after some known brand and then give it a look that can be easily recognized.
