Based on the "access denied" that you get, I'm presuming you're on Vista/7 and have Orion in Program Files, right?

If so, copy the vstcfg file anywhere, like desktop, make your changes, save and then copy it back. And do run Orion as Administrator.

One more thing. don't put ".dll" inside the vstcfg file, you just need the name of it, followed by "=0/1"
