That's what RESET does - regardless of when you trigger Dune, the LFO will always reset at the start of the next bar, keeping it in time with your song.

It's trivial, just turn on SYNC and it works. Through a combination of SYNC, RESET and PHASE you will be able to achieve any of the outcomes you have described, and countless others. For 99% of them, you only need SYNC. It may not seem like it's not working properly if you keep starting and stopping in the middle of the song but when you play it from the start, which is the only case that really matters, SYNC will always maintain the relationshp between the song and the LFO. In fact, because Orion always starts playing from the beginning of a bar, it should work no matter where in the song you start playback from. If you are using other hosts, you may not get that, which is all the more reason not to use other hosts.
