We need a few more details here.

Did you see any error message? Is this a fresh installation or an update on top of an existing installation? Did you rescan your VST Plugins in Cubase? Has The Legend been activated properly (note you can activate The Legend manually under Windows by launching Activation.exe, located in the folder "Documents\Synapse Audio\Legend", if in doubt).

It was authorized and working as of 1.30. Its the LegendFX than is blacklisted permanently and Legend available in Cubase 9.5 and up but it never loads. Earlier Cubase versions have LegendFX and Legend blacklisted

Hm it sure works all fine here in Cubase.

Do you have Windows 7 SP1 installed? This is the minimum OS version required for current and future builds (while TL does contain a 32-bit legacy build that still runs under Windows XP, any other version requires Win 7 SP1 or higher).

Yes on SP1 install.

Legend loaded is authorized and working under 9.5, 10.0, 10.5. The problem is LegendFX, which fails any attempt to get off the Blacklist.
