Cannot assign midi CC #4 in Obsession

I am trying to set up my Behringer BCR2000 with obsession. For whatever reason I am unable to assign midi controller #4 to any of the knobs. I haven't tried every single other CC but I'm yet find another one that doesn't work.
I tried switching to another ( non-SYNAPSE) instrument, and had no issues assigning a parameter to CC #4.
I'm sure I could just find another number to use but this does seem a bit odd.

That's for the Foot Pedal? It may be hardwired...dunno

Yes CC #4 is the foot pedal as Kriminal wrote. It is a source in the Modulation Matrix on the back panel.

The general issue with MIDI controllers is, they are either used as performance controllers or for remote control, but both at the same time does not work.
