This filter seems to work in a [weird] way. Use these settings:
Cutoff: 0%
Reso 0%
Env 0%
Offset 100%
Nothing should be filtered. Now start playing and try to close the LP12 filter slowly (using offset knob). The sound quickly becomes silence when offset isn't 100%.
When Cutoff is any non-zero value Offset seems to work as an LP12 filter as you usually would expect.
Again I'm not sure if this is a bug or a [weird] feature.

Same as the previous model, but using a high-pass filter. Note that in this model, the low-pass filter can be turned off completely by setting OFFSET to the maximum value. This may be useful in scenarios where a pure high-pass filtering effect is desired.
